Urgent update- Regulated Roles

Deadline for uploaded profile pictures is 1/7/26!

As you may be aware, the Disclosure (Scotland) Act 2020 came into force on 1st April 2025. Among many changes, the most significant was around the legal requirement of those in identified ‘regulated roles’ to become a member of the Protection of Vulnerable Groups Scheme (PVG).

To enhance Child Wellbeing and Protection standards across Scottish Football changes have been made to the registration of officials in ‘Regulated Roles’ entered on COMET.

Paragraph 10.1 of the Comet Regulations now state that ‘All Officials shall be registered by their Club in accordance with the Registration Procedures via the appropriate Scottish FA Comet-generated Registration Form. Where an Official is in a regulated role, they must be registered by their ANA, League or Club, in accordance with these Regulations, in such regulated roles’.

This will come into effect on 1 July 2026. A failure to comply with this rule may be referred to the Compliance Officer for action under the Judicial Panel Protocol.

It will also be a requirement of those in regulated roles to upload a passport style picture to their profile to ensure identification. Failure to provide a profile picture will result in the application being returned.
